FY2026 Community Project Funding Requests
As the Representative for California’s 27th Congressional District, Representative George Whitesides is dedicated to ensuring that federal investments directly benefit the people and communities he serves. Through Community Project Funding (CPF), he is proud to advocate for local initiatives that reflect the priorities and needs of his constituents.
These projects are subject to strict eligibility criteria and oversight to ensure transparency, accountability, and the responsible use of taxpayer dollars. CPF is distinct from traditional federal grants or formula-based funding, and it is limited to certain federal accounts. Only eligible non-profit organizations and state or local governmental entities may receive CPF awards.
Under current House Appropriations Committee guidelines, each Member may submit up to 15 CPF requests for Fiscal Year 2026. However, not all projects submitted will be selected for funding. Rep. Whitesides is committed to a fair and open process and has certified that neither he nor his immediate family has any financial interest in any of the proposed projects.

Project Name: Advanced Equipment for Lancaster Police Department

Explanation of the request: The City of Lancaster seeks $1,023,000 in federal funding to equip our newly formed police department with cutting-edge technology and equipment. This initiative aims to establish a well-equipped force capable of effectively maintaining public safety and adapting to evolving law enforcement challenges. This project significantly impacts California’s 27th Congressional District by enhancing public safety through targeted investment in law enforcement infrastructure in the City of Lancaster—one of the largest population centers in the district. The newly formed Lancaster Police Department, supported by federal funding, has already demonstrated measurable success in reducing crime, with double-digit decreases in critical areas such as homicide, robbery, and rape.

Project Name: Avenue G Interchange Project

Explanation of the request: This project is for 100% design on improvements to Avenue G at the SR-14 interchange. This project directly impacts California’s 27th Congressional District by improving the Avenue G and SR-14 interchange, a critical transportation hub in Lancaster. The proposed design improvements will enhance traffic flow, reduce accidents, and ensure safer travel for pedestrians, particularly those with mobility challenges, through ADA-compliant features. The upgraded infrastructure will also address future freight demands, facilitating smoother transportation for goods and services. By improving access and safety, the project will contribute to the economic growth of the district, support local businesses, and reduce congestion, benefiting both the community and the broader region.

Project Name: City of Hope TrueBeam
Proposed Recipient: City of Hope Antelope Valley

Request Amount: $2.5 million
Explanation of the request: City of Hope seeks federal funding to purchase a Varian TrueBeam machine for research on radiation oncology treatment, including the evaluation of the impact of the TrueBeam system on cancer patient outcomes and operational efficiency. Key metrics to be studied will include treatment accuracy, patient throughput, and reductions in treatment-related complications. The installation of a TrueBeam machine in Antelope Valley will allow cancer patients living in CA-27 to stay closer to home for breakthrough cancer treatments. Through City of Hope's research and use of the TrueBeam machine we believe we can greatly improve patient outcomes, reduce care complications, and gather important statistical measurements to improve cancer care for all patients living in Antelope Valley.

Project Name: City of Santa Clarita Fiscal Year 2026 Community Funding Request: Traffic Circulation and Pedestrian Safety Improvements Project

Explanation of the request: The City’s Traffic Circulation and Pedestrian Safety Improvements Project will leverage local investments in providing critically needed enhancements to existing intersections near commercial and industrial hubs within the City, playing a critical role in enhancing the local and regional economic wellbeing in the Santa Clarita Valley. The proposed improvements will improve traffic circulation in some of the highest traffic volume intersections in the City. Average daily traffic volume for the corridors that this project will improve range from 50,000-80,000 vehicles. Traffic collision rates, including vehicle vs pedestrian collisions, and traffic queues will be used to determine if the project has achieved its objective.

Project Name: E Wells (E-14, E-15, E-16, E-17) PFAS Treatment
Proposed Recipient: Santa Clarita Valley Water Agency

Request Amount: $5 million
Explanation of the request: The “E Wells (E-14, E-15, E-16, E-17) PFAS Treatment” project will centralize the treatment of four groundwater wells (E-14, E-15, E-16, E-17) impacted by PFAS, using ion exchange, a proven treatment option to remove PFAS from groundwater. The project will restore operations of two existing wells taken offline due to PFAS contamination and treat two additional wells near the impacted wells. Upon completion, the Project will restore supply of approximately 4 to 6% of average annual demand to the SCV Water service area, depending upon pumping rates. The Project will produce high quality drinking water consistent with SCV Water’s strategy to increase local dry-year water supply reliability and reduce dry-year reliance on environmentally sensitive imported water from the Sacramento-San Joaquin Delta delivered through the State Water Project (SWP). Treating and utilizing the existing E Wells water supply will promote drought resiliency and keep water costs affordable for the entire service area, including DACs, by balancing the amount of imported water SCV Water would have to purchase to counteract losses caused by PFAS contamination.

Project Name: Lancaster National Soccer Center Lighting

Explanation of the request: This funding request is urgently needed to improve the lighting infrastructure for 18 on the westside at the Lancaster National Soccer Center located in Lancaster, California. This project directly benefits California’s 27th Congressional District by enhancing public safety, promoting community wellness, and supporting economic growth in Lancaster. The lighting upgrade at the Lancaster National Soccer Center—a major regional recreational asset—will improve visibility, extend facility hours, and increase safe evening access for over 160,000 annual nighttime visitors. Located near disadvantaged neighborhoods, this investment fosters equitable access to green space, reduces crime risk, and encourages physical activity. Additionally, the energy-efficient lighting will reduce operational costs and environmental impact while contributing to rising property values and local economic vitality.

Project Name: Los Angeles County Fire Station 81 Replacement

Request Amount: $2 million
Explanation of the request: The Los Angeles County Fire Department is pursuing construction of a replacement Fire Station 81 in Agua Dulce. This facility is currently 46 years old, exists as an undersized facility and has several critical system failures. The current facility is significantly undersized and has a detached apparatus bay which could cause response delays. Facility also has antiquated systems within the facility and no Americans with Disabilities Act compliance due to the age of construction and size limitations. A new facility would improve constituent access to this facility and improve the Fire Department’s ability to respond to life safety responses in or around the surrounding communities. The existing facility was also the site of a tragic workplace shooting in 2021.

Project Name: Modernizing Rail in CA-27 through Technology Improvements

Explanation of the request: This project includes the installation of upgraded Customer Information Systems stations will enable improved real-time announcements and provide better information for customers looking for the latest arrival and departure times. Additionally, the installation of innovative track and signal technology will improve rail temperature readings will better allow the Metrolink maintenance team to identify buckling and breaks in the rail caused by extreme heat and cold. Metrolink’s mission is to provide a safe, efficient, dependable and on-time transportation service that offers outstanding customer experience and enhances quality of life. The Antelope Valley Line provides reliable transportation between Lancaster and Los Angeles Union Station for the constituents in CA-27. This project would enhance the customer experience and encourage public transit use.

Project Name: Opioid & Substance Use Prevention Initiative
Proposed Recipient: Santa Clarita Valley Boys & Girls Club and Antelope Valley Boys & Girls Club

Explanation of the request: The Opioid & Substance Use Prevention Initiative will equip over 10,000 youth across 49 Boys & Girls Club sites in the Santa Clarita and Antelope Valleys with the skills, education, and support to prevent substance misuse and make healthy life choices. This investment strengthens community safety through trauma-informed care, prevention programming, and family engagement. This initiative directly serves over 10,000 youth and families across 49 Boys & Girls Club sites in the 27th District, including in high-need areas of Santa Clarita and Antelope Valleys. By addressing the rising opioid and fentanyl crisis through prevention education, trauma-informed care, and youth development programming, the project reduces substance misuse risk, strengthens community safety, and builds long-term resilience among the region’s most vulnerable young people.

Project Name: Rancho Vista Boulevard Grade Separation Right of Way Acquisition

Request Amount: $1.02 million
Explanation of the request: Acquisition of right of way to construct a bridge grade separation over rail road tracks in the city of Palmdale, California to help with emergency response and safety of travel through the city. The project proposes the construction of a railroad grade separation of Rancho Vista Boulevard at both Sierra Highway and the double-track at-grade crossing of the Southern California Regional Rail Authority (SCRRA) Metrolink and Union Pacific Railroad (UPRR) tracks. This will consist of a six-lane grade separation (bridge) of Rancho Vista Boulevard at its intersection with the railroad tracks east of Sierra Highway, to include access ramps to Sierra Highway. This project is designed to enhance safety, reduce congestion, and improve vehicular, bicycle, pedestrian, and train traffic operations near Air Force Plant 42, a critical federal facility located in CA-27, home to Northrop Grumman, Lockheed, and Boeing. Currently, 12,000 Californians work at Plant 42. With construction of the new B-21 bomber beginning in the immediate future, the number of employees will grow to 16,000.

Project Name: Renovations and Expansion for Community College Student Basic Needs Center
Proposed Recipient: Santa Clarita Community College District, College of the Canyons

Request Amount: $3 million
Explanation of the request: This project will renovate and expand the Basic Need Center (BaNC) at the Santa Clarita Community College District’s Valencia Campus, which currently provides 400-600 lower-income students with foodbank services and meal vouchers every day in northern Los Angeles County. The College proposes to enlarge and enhance the current facility to serve additional students through access to food and community resources. Food insecurity among college students is a real and growing need in the Santa Clarita Valley. The Santa Clarita Community College District (SCCCD) assisted more than 12,400 student requests for food during an 18-month timeframe from 2020-2021. An incredible need for these services exists, and yet the existing infrastructure at the BaNC restricts the number of students that can be served. This project will enable more students to receive services - improving their ability to focus and complete their education and secure local employment.

Project Name: Santa Clarita Valley Multimodal Transportation and Safety Enhancements

Request Amount: $3 million
Explanation of the request: The Santa Clarita Valley Multimodal Transportation and Safety Enhancement project proposes mobility improvements along 0.65-miles of The Old Road between the Interstate 5 On/Off Ramps and Magic Mountain Parkway. It will improve roadway safety by adding travel lanes to remove existing pinch points and installing traffic safety upgrades. These improvements will enhance The Old Road corridor, increase multimodal user rates, and ensure walking, cycling, and transit are safe and comfortable experiences. This project will also help expand the active transportation network and improve access to local destinations like the Castaic Lake State Recreation Area. Additionally, the project will provide a well-functioning, cohesive corridor to accommodate freight movement and an emergency evacuation route for when Interstate 5 is closed. Public Works will approach the project collaboratively with the community to better serve the needs of the residents of the corridor and Santa Clarita Valley as a whole.

Project Name: Sheriff Mobile Command Unit

Project Name: The Veteran Acre Project

Explanation of the request: This will impact our homeless veterans helping them with resources, housing and employment. It will continue to be funded by Path and Veterans Affair Dash Program; this will benefit all veterans groups within the Antelope Valley community.

Project Name: Transportation for Homeless and Rehoused Individuals & Families Served by Bridge to Home
Proposed Recipient: Bridge to Home, SCV

Request Amount: $168,000
Explanation of the request: Bridge to Home, Santa Clarita’s only comprehensive interim housing shelter and supportive services program for individuals and families experiencing homelessness. This project will fund vehicles that allow us to connect people to the resources they need to attain housing, sustain housing, and overall stability. Transportation is the tool, but the true impact is access to a case manager, to a doctor, to a job, to healing. It is what makes the difference between someone moving forward with stability and self-sufficiency or falling back into homelessness. Our outreach teams will also use these vehicles to meet people where they are and support them through the process of getting off the streets. In this way, the investment does not just move people, it moves outcomes.
